US lawmakers are working through the weekend for the first time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to diminish as GOP senators proposed a plan toxic to Democrats: scrapping the Affordable Care Act, called Obamacare.
Growing Consequences of Government Shutdown
The impact on US citizens from the longest closure of the US government in history worsened on Saturday, as federal workers went without pay, airlines were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.
Trump's Proposal from Florida Resort
As Saturday's session got under way, Republican senators welcomed a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Multiple Republican senators welcomed the plan, which is comparable with a alternative for Obamacare put forward in 2017.
"We will replace this failing program with something that is actually better for the consumer," one senator stated.
Another senator praised Trump's proposal on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."
Democratic Reaction
Democratic senators shared concerned reactions to Trump's proposal.
"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been defeated by the public and Congress."
Another senator reacted to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Really? Then I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an openness to an developing plan from a handful of centrist lawmakers to end the closure in exchange for a future vote on the Obamacare subsidies.
One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans turned down an proposal to reopen the government and extend the payments for a year.
Another leading Democratic senator continued in maintaining that Republicans should accept a one-year extension of the payments before discussing the future of the tax credits.
"Inaction is irresponsible because citizens will go into debt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress fails to act."
Political Dynamics
Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican lawmakers need the support of several Democrats to reopen the government, and the concept of repealing and replacing Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.
Several analysts suggested that the essence of such a plan would eliminate the ACA's mandate that carriers cover patients with existing health issues.
After his resort visit, Trump went back to his residence and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that was unsuccessful to secure enough support in 2017.
